Pursuant to HB21-1085, beginning on January 1, 2023 counties are required to issue licenses for secure transportation services, which are intended to help address the transportation needs of individuals experiencing a mental health or behavioral health crisis.  Pueblo County has adopted policies and procedures for licensing public and private businesses in Pueblo County that provide transportation services within Pueblo County, with the exception of ambulance agencies, transportation services provided by the state or county department of human services, emergency service patrols and law enforcement.  HB21-1085 mandates that Pueblo County issue licenses for secure transportation service businesses as well as issue permits for secure transportation vehicles.
